Ceasefires That Broke
Two ceasefires failed. The first (27 July 2001) collapsed in November after the Maoists demanded a Constituent Assembly. The second (29 January 2003) held through three rounds of talks until the Doramba massacre of 17 August 2003 — the army killed 18–19 detained Maoists — triggered withdrawal on 27 August. The state declared the CPN(Maoist) a terrorist organization; the US followed on 31 October 2003 (the designation was revoked in September 2012, after peace).
